月形樺戸博物館にある胸像。月形潔は福岡藩出身で樺戸集治監の初代典獄。幕末に福岡藩の勤王派の志士として活動していましたが仏教寺院を取り壊すなどの過激な尊皇思想や勤王派内での対立により藩から弾圧されることになり本人も投獄された事もありました。明治になると新政府に雇われ北海道開拓に西南戦争等で捕縛された士族の囚人達を当たらせることになり、月形潔は石狩川沿いのシベツブトと呼ばれていた土地の調査と集治監設置の候補地の1つとして決定しました。樺戸集治監が建設されると初代典獄となり囚人達の開拓に労役させるだけでなく教育等も行い北海道開拓のための街道がいくつも建設され刑期を終えた囚人の中には北海道に定住する者もいました。典獄としての激務により体調を崩し就任から4年後に福岡で療養することとなりその後亡くなりました。樺戸集治監を中心として町が作られ開拓が進んだことで月形潔から名前を取り月形村が出来、現在の月形町開拓の父となりました。
