I bought a car with the black plate to work with deliveries, so in order to transfer the papers, I was told I had to update the owners info in this office even though I live pretty far, near hamamatsu.I had no idea of the needed procedures, and I don't speak Japanese very well. With that said, I had no problem making the necessary changes and all the papers because the attendant was so helpful. It was very quick.I was also told that it's possible to do it by E-mail but it would be harder to me to do it since I don't speak the language. I think it's worth the trip to do in person. And I got to know new places and enjoy the sights.So any changes on the info of the owner or driver of black plate cars registered in the province of Shizuoka, should be updated here. Bring all the papers you have and the staff will help you with what you need.

登録申請の発券で、OSS申請と窓口申請を選ぶのだけどOSS の意味が分からないので選ぶ時に迷う。たまにしか来ない人にも分かるように、OSSじゃなくて一般の人にも分かる言葉で表記して欲しい。それと今だにアクリル板とマスク着用はやめて欲しいですね、声が聴こえづらいのでどちらかにしてほしい。決まり事でどちらもできないなら声をはって欲しいです。それととなりの建物には昔ヤンキーだったのだろうなという見た目の女性がいる、話してみると雑な対応で人は見かけによるなと感じました。
