This bank has a convenient location, but horribly inconvenient services. For example, the office closes at 3p, making it basically useless for anybody with a job. It was much better when it was still CItibank. Of course the banking tasks are also horrible, and the people are generally slow and incompetent, but in these regards it's still better than other banks I have experience with in Japan.
