in Shinto, an act of moving a Shrine(遷座) is a huge deal. most of the time shrines go through a ritual where the god is sent to the heavens temporarily until people prepare their new shrine at a new spot, and perform a 2nd ritual to bring god back to it. but shrines that serve Inari is treated differently especially in modern days. while moving the X-axis of shrine is a serious deal, for some reason moving it between Y-axis makes a lesser stake, and people(usually business and commerce, trades people) prefer to keep Inari shrines in 'their properties' as the god's related to wealth and prosperity. it's a common practice and it's one of the reasons why especially Inari shrines are at the oddest areas of cities. but as cities often maximizes their land usage and moving shrines by X-axis cause some tedium, a lot of modern Inari shrines often end up in rooftops as it's a free land for the property-owner, atmosphere's somewhat serene(for the god), and it takes lesser deal to move.often times these type of shrines are open to public, despite Japan being a nation that strictly and legally controls rooftop accesses. a good chance to visit a 3rd place in-between bustling cities with a fresh view of it.
