On the fourth floor (see photo) you can submit a will, change your nationality to Japanese, and pay rent indirectly to land owners with whom you are in conflict, using a system called kyoutaku（供託）and on the third floor you can register all means of things such as land and buildings you have purchased. The staff are very polite and helpful. They will give you forms to fill out in advance. But of course they are very precise. All forms must be perfectly filled out.
